I've never had a problem with the kids that knocked on my door from this company. We've helped out 2 years in a row (I just renewed my parenting magazines) The only time I haven't helped was when some kid "winning a trip to Bermuda" knocked on my door but that was a different company, different situation.
Anybody who can read knows they have to send in a balance in order to receive anything, it says so right on the receipt. If you didn't get anything it's probably because you didn't finish paying for the magazine!
I will note, on a less positive note, that the kid could have used a stick of gum. He wasn't the neatest specimen to ever knock on my door, but in regards to the company itself I've got good things to say.
