Govt Agency must arrest these scammers

Like other people, this company promised me a lot,and charged $1490 (they charged money withing 1 hour, so that I can't change my mind),and for many months just played game by pretending to helping me. When I was rejected by Bank Of America (other big time scammer), I asked the money per contract (as it promised to refund if not get approved), it was difficult to get hold of them. I sent letter by mail, email, phone, but no avail.
Think that if they scammed 5000 people (just a guess) and charged them average 2000, that made them 5000 * 2000 == $$ 10,000,000 (10 million) rich with easy money. It may be as much as 50 million depending upon more victims in whole USA.
Don't you think these people should be hunted down? Where are out FBI, SBI..??
